Biltam was established in 1983 in Istanbul by Rauf and Sait Ahtam brothers. Before the establishment of Biltam, Sait Ahtam was working in the field of computer and programming in Istanbul, Rauf Ahtam was working as product marketing manager in Motorola Codex European Headquarters in Belgium.

In the first years after the establishment of Biltam, the company's activities were focused on microcomputer marketing and software development. Returning from Belgium, Rauf Ahtam joined Biltam, after which the two brothers started the business of communications between computers in parallel with the emerging technology, at the same time, still being engaged in computer and software business.

Because there were no personal computers back then, communication was only needed for very large computers to communicate with remote terminals and controllers. Within this framework, transmission of SDLC protocol was the main issue. Modem devices and multiplexers were used to provide this transmission. Modem speeds did not exceed 1200 bps and 2400 bps. These modems were working on 4-wire telephone circuits and the infrastructure of PTT back then roughly supported even these speeds. Also, the number of personnel trained in this field was quite low. The guidance of Biltam has made great contributions to the beginning of data communications sector in Turkey.

Since its establishment, Biltam has always chosen to implement the latest technologies in line with its stated mission. From these days, the most important example of this is the implementation of 2-wire V.22 and V.22bis technologies instead of the technologies using 4-wire. Due to this, the companies could make a 50% saving in line costs.

Over the years, Biltam has adapted to the changes and progresses in the developing communication technology successfully and achieved to adapt its team, infrastructure and most importantly, it’s institutional mindset in line with these developments and changes. This dynamism throughout the evolution of computers from mainframe computers to personal computers, transformation of modem technology from 4-wire to 2-wire, from the speeds of 300/1200 bps reaching up to 64 kbps and 2 mbps and later transformation of communication to IP-based local area networks and to wide networks and finally transformation of traditional analog telephone exchanges to IP-based telephone exchanges, its successful adaptation to a communication environment integrating data, voice and video, allowed Biltam to survive the big crises in 1994, 2001, 2008 successfully and be the only communication company that could stay in operation until today, improving itself and growing since the year it was established.

Biltam's founders have adopted institutionalizing the company as their mission; constituted, situated and developed the management principles and infrastructures of the company accordingly. In line with this goal, Biltam continues to operate as fully institutionalized since 2010. Management and functioning inside the company have always been customer-oriented, the principle of happiness and mutual success of all components in the customer to company relations, considering the employees as internal customers also has been adopted as the primary goal.
